Myanmar sets parliamentary by-election for April 1 (AP)

YANGON, Myanmar ? Myanmar set parliamentary by-elections for April 1, scheduling a highly anticipated vote that will return pro-democracy leader Aung San Suu Kyi's party to mainstream politics after two decades.

Before state media reported the date late Friday, Suu Kyi and her National League for Democracy had said they planned to run in every seat in the by-election.

Her party boycotted last year's general elections because of restrictive rules that among other things prevented Suu Kyi from being a candidate. The government has since lifted many of those restrictions.

Most of the 48 Parliament seats being contested were vacated by MPs who became Cabinet ministers after the first parliamentary session in January.

The military is guaranteed 110 seats in the 440-seat lower house, and 56 seats in the 224-seat upper house, and the pro-military party now occupies 80 percent of the remaining 498 elected seats, so the 48 seats up for grabs, even if the NLD wins them all, will not change the balance of power.

The official announcement said political parties that will contest in the by-election must submit their candidate list by Jan. 31.

The NLD reregistered as a political party on Dec. 23.

Allowing Suu Kyi's party back into the political fold will likely give the government greater legitimacy at home and abroad.

The by-elections will also be a test of the popularity of the NLD, and Suu Kyi has cautioned that "the road ahead is full of difficulties and the road to democracy is endless."

The NLD won an overwhelming majority in elections in May 1990, but the results were ignored by the military government in power at that time.

Last year's elections were the first since 1990, but Suu Kyi was under house arrest and disqualified as a candidate.

Green Group: Tornado Cleanup a Bright Spot for Alabama

BIRMINGHAM, Ala. (AP) ? An environmental group says the tornadoes that devastated Alabama during the spring show that a state with a spotty record can make progress toward recycling and protecting its streams and forests.

Environmentalists often criticize Alabama for what they consider lax enforcement of clean air and water standards, but the Homewood-based Green Resource Center says the twister cleanup and recovery are bright spots on the state's record.

A new report by the group praises environmentally friendly policies adopted amid the rebuilding in tornado-ravaged Tuscaloosa, and it says more than 90 percent of the tornado debris in Birmingham was recycled.

The report says the recycling saved landfill space and avoided air pollution linked with incineration while injecting about $2 million into the area economy and providing a new model for debris removal.

Nanotechnology: The art of molecular carpet-weaving

ScienceDaily (Dec. 29, 2011) ? Stable two-dimensional networks of organic molecules are important components in various nanotechnology processes. However, producing these networks, which are only one atom thick, in high quality and with the greatest possible stability currently still poses a great challenge. Scientists from the Excellence Cluster Nanosystems Initiative Munich (NIM) have now successfully created just such networks made of boron acid molecules. The current issue of the scientific journal ACSnano reports on their results.

Even the costliest oriental carpets have small mistakes. It is said that pious carpet-weavers deliberately include tiny mistakes in their fine carpets, because only God has the right to be immaculate. Molecular carpets, as the nanotechnology industry would like to have them are as yet in no danger of offending the gods. A team of physicists headed by Dr. Markus Lackinger from the Technische Universit?t M?nchen (TUM) und Professor Thomas Bein from the Ludwig-Maximilians-Universit?t M?nchen (LMU) has now developed a process by which they can build up high-quality polymer networks using boron acid components.

The "carpets" that the physicists are working on in their laboratory in the Deutsches Museum M?nchen consist of ordered two-dimensional structures created by self-organized boron acid molecules on a graphite surface. By eliminating water, the molecules bond together in a one-atom thick network held together solely by chemical bonds -- a fact that makes this network very stable. The regular honey-comb-like arrangement of the molecules results in a nano-structured surface whose pores can be used, for instance, as stable forms for the production of metal nano-particles.

The molecular carpets also come in nearly perfect models; however, these are not very stable, unfortunately. In these models the bonds between the molecules are very weak -- for instance hydrogen bridge bonds or van der Waals forces. The advantage of this variant is that faults in the regular structure are repaired during the self-organization process -- bad bonds are dissolved so that proper bonds can form.

However, many applications call for molecular networks that are mechanically, thermally and/or chemically stable. Linking the molecules by means of strong chemical bonds can create such durable molecule carpets. The down side is that the unavoidable weaving mistakes can no longer be corrected due to the great bonding strength.

Markus Lackinger and his colleagues have now found a way to create a molecular carpet with stable covalent bonds without significant weaving mistakes. The method is based on a bonding reaction that creates a molecular carpet out of individual boron acid molecules. It is a condensation reaction in which water molecules are released. If bonding takes place at temperatures of a little over 100?C with only a small amount of water present, mistakes can be corrected during weaving. The result is the sought after magic carpet: molecules in a stable and well-ordered one-layer structure.

Markus Lackinger's laboratory is located in the Deutsches Museum M?nchen. There he is doing research at the Chair of Prof. Wolfgang Heckl (TUM School of Education, TU M?nchen). Prof. Bein holds a Chair at the Department of Chemistry at the LMU. The research was conducted in collaboration with Prof. Paul Knochel's work group (LMU) and Physical Electronics GmbH, with funding by the Excellence Cluster Nanosystems Initiative Munich (NIM) and the Bavarian Research Foundation (BFS).

Storms to Patrol US/Canada BorderStorms to Patrol US/Canada Border

A series of storms from the Pacific Ocean will run quickly along the United States/Canada border for the next week or more.

Just about every other day, precipitation will streak eastward from the Northwest U.S. to the northern Plains, Great Lakes, Northeast and neighboring Canada.

The fast motion of the storms will prevent cold air from driving southward for very long into the U.S.

Up until recently, cold air was entrenched in the West and non-existent in the East. Storms traveled southward along the Pacific coast, but were then flung northward toward the Great Lakes.

The pattern is now more typical of what we would see during mid-November or late March.

At the same time, the bulk of the storms will not be able to tap into Gulf of Mexico or Atlantic moisture, rendering most of them as minor precipitation events.

According to Expert Senior Meteorologist Henry Margusity, very little or no snow will fall south of the storm track.

This is not to say the storms will not have some vigor.

A narrow zone along and just north of the storm track can receive several inches of snow. Each can also generate a few hours of gusty winds along with the precipitation.

The (north/south) track of each storm will not be the same and can vary by up to a few hundred miles.

It is possible the path of one or more storms in the pattern could deliver a blanket of snow to cities such as Winnipeg, Minneapolis, Detroit, Toronto, Buffalo, and Montreal.

In recent days, there has been some indication of a more southern storm developing in the Eastern U.S. during early next week.

Such development would be uncharacteristic of the west to east pattern now becoming established.

While dramatic shifts in the weather pattern have occurred in the past, a great deal would have to change very quickly early next week for such a storm to unfold. AccuWeather.com meteorologists will continue to monitor the situation and keep you advised.

Margusity believes the weak La Nina pattern will continue to keep storms toned down over much of the U.S. for the next several weeks.

"It's possible that as the weak La Nina withers away late in the winter that storms and opportunities for heavy snow may ramp up come February," Margusity said recently.

Ever wondered what Honeycomb might look like on a 1.6-inch display? Thanks to one hacked MOTOACTV we now have the answer. The wristwatch-sized device is one of the more interesting items we have seen emerge from the Android ecosystem, though out of the box it is rather limited in functionality. Factor in the 600MHz TI OMAP 3630 and 256MB of RAM and there isn?t much to work with. Chris Wade saw the small size and smaller feature set as a challenge and went about hacking the stock Honeycomb launcher onto the MOTOACTV?s Gingerbread base and even managed to shoehorn in Android Market access. This of course means one of the smallest games of Angry Birds we have ever seen. Useful as a micro-tablet? Maybe not so much. A darn cool hack? We think so.
